Skip Dodson has thirty years experience in business consulting, project management, and administration including three years with a "Big Five" accounting/consulting firm, eight years as Mayor of his community, and four years as project manager for the redevelopment of Cleveland's Playhouse Square Area. The Playhouse Square project is one of the World's largest and most successful theatre district restoration projects. Dodson has been a consultant to large and small businesses, municipal and county governments. His assignments included marketing and project feasibility studies, project financing, real estate development, property and project management.
Six years researching municipal telecommunication projects and eight years experience in public administration place Dodson in a unique position to work with municipal governments to develop municipally owned telecommunication utilities. He is a principal owner of Dodson-Brown Associates Ltd., a consulting firm serving business, municipal government, and board of education clients. He has a Bachelor of Arts Degree, Economics from Ohio Wesleyan University and he completed a three-year tour of duty as Electronics Officer and Navigator aboard a U.S. Navy Destroyer during the Vietnam conflict.

Clark Okun, president of Global Access, Inc., collaborates with Dodson-Brown Associates on telecommunication consulting projects. Okun has more than thirty-five years experience in business development and the regulatory, and technical aspects of local, national, and international telecommunications.
Mr. Okun was formally Director of Consulting Practice for Phillips Infotech, a subsidiary of PBI Media, where he was responsible for consulting engagements for France Telecom, Armstrong, Grabar, Lucent, the State of New Jersey, and many others.
Prior to joining The Phillips Group, Mr. Okun served as Vice President at Edwards and Kelcey, Inc., an engineering, consulting, and construction management company that focused on infrastructure development. He supported communication related consulting services to E & K’s public sector client base. and he provided technical and financial analysis assistance to the Ohio Telecommunications Network Council (OTNC), an association of several Northern Ohio communities looking at becoming a CLEC offering telecommunications services on its own network. He also provided telecommunications consulting support for transportation system projects in Missouri, Connecticut, and New York; as well as sales, marketing, and consulting support for telecommunications related projects for Ameritech, Quantum Communications, NTT, and others.
Other aspects of Mr. Okun’s career include consulting positions where he was responsible for, or participated in, projects such as negotiating and completing joint venture agreements with telephone operating companies and regional administrations of the Ukrainian region of Kharkov, Lvov, and Ivano-Frankovsk, as well as the Russian City of Novokuznetsk. These agreements allowed the joint ventures to provide international, inner city, and local telephone and data service.
As chief technical officer of Telecom Systems Group (TSG), an international service and consulting organization, he monitored professional standards and work quality in all Telecom offices. Clients included Visa USA, Visa International, DuPont, Chase Manhattan Bank, Citibank, Citicorp, Bank of America, Chemical Bank, Marine Midland Bank, Barclays Bank, and Hong Kong Shanghai Bank.
Mr. Okun was vice president of STI Communications, Inc., where he was responsible for technical and management consulting, including management of over twenty communications and systems professionals. STI provided consulting services for corporate moves and expansions, equipment selection, LAN and WAN design and implementation, and technical personnel support. STI’s corporate end-user client base included: Morgan Guaranty, Citibank, Bank of Tokyo, and Telerate.
Some of Mr. Okun’s other positions have been national communications manager for a major securities firm, President of Servcom, Inc., an international management consulting company offering business development services in Eastern Europe and other second and third world countries and national communications manager for a major securities firm. He has also developed and presented a number of communications related seminars throughout the United States, Mexico, Canada, and Europe.
In February 1990, Mr. Okun was part of the first United States Department of Commerce Communications Trade Mission to Poland.
